As the largest real property holder the federal government owns just under 3.8 billion ft² of physical property, manages nearly 1 million buildings, employs 1.8 million civilians and garages more than 600,000 vehicles; thus the government is, by default, the largest consumer of energy and greatest emitter of green house gases (GHG) within the United States.

Historically the U.S. government has operated as an ever growing consumer of resources; now, through a series of sweeping legislation including Executive Orders 13423 & 13514, a nexus has formed to drive the government towards a future of energy conservation, sustainability and permanent reductions in carbon emissions.

Federal agencies will implement the new clean energy programs against mandated legislative policies and organizational directives as defined within their Environmental Management Systems (EMS). Additionally, procurement practices favor Energy Savings Performance Contracting (ESPC) as the vehicle of choice for large encompassing system upgrades into a single task award.
